The 414 MkII is probably the best you'd want to get in a tape machine. After that, you may as well go digital.

it is around $250 new, i bought one about 6 months ago.
i just started using it and getting to know how to work it and all. digital is better for editing and all, but this recorder still is worth buying if it fits your needs

Marantz makes some seriously badass portable 2 track cassette machines.

I would recommend getting into digital (use your computer and get some software).

However, if you are set on an analogue cassette four track I have a few recommendations.

Get tascam, not fostex or yamaha. If you plan to do anything decent on it get a really good one second hand. For example I have a tascam 246, just like the little ones but built like a brick. Can be run as a 6 channel mixer and has 2 effects loops and parametric EQ on every channel.
