i want a better recording experience, that has higher quality than i get out of the sketchy microphone jack on my laptop, would this setup work?

Upgrade POD XT Live or XT3 - YEs

Last I checked - the Floor POD lacked any Audio I/O over USB.

The "1/4 to USB" cable does not exist. You will at least need a Behringer UCA222 (the lowest cost option I know of) to convert audio to digital.

That's kinda cool, but they have built the circuit board for A to D conversion into one plug or another, so it is not a cord per se. But yes, this would be the thing to get.
