This thread makes little to no sense..
If you're talking about microphones, American/European brands are the best. The Shure SM57 is great, and the PG58 is too.
If you're talking about recording vocals, you can buy/download VSTs to alter your voice, vocode, or add simple effects.
Please be more specific.
On second thought, it sounds like you're asking how much a chinese cheapy mic would be.. Memorex makes microphones for 8-20 dollars at your local Wal-Mart or Target. There are other brands that are chinese based as well that are cheap, but remember what they always say "You get what you pay for."
If you want a good mic, and don't want to spend too much the Shure PG58 is the way to go.. it's great for vocals and recording instruments.

The single item a singer can get to improve his voice is a InEarMonitor system with good custom molded isolating earphones. Then run your voice with no coloring (reverb, delay, chorus etc...) into the monitors.
This will make your voice bare naked and you have to sing good to sound good. Any detail will be heard.
