Does tunecore or anyone like them have a way of encoding an mp3 to prevent your music from illegal downloading,similar to how dvd's are now?

It wouldn't do any good, unfortunately. DVDs are trivially ripped. Anything that can be played on a computer is subject to being ripped off, at least with current technology. The only way to try to avoid it is to not allow playback on a computer.

Remember that TuneCore delivers your music, we don't actually sell it ourselves. The public NEVER sees the music you send us. All we do is make sure it gets into the hands of the stores you want us to send it to.
The stores "repackage" it to whatever format they want to sell it in. The store's job is to make money, and if they want, they can sell your music any way they prefer. Some stores sell your music with DRM protection, some do not. Each store has their own policy.
iTunes, for instance, sells music in one of two ways: "regular" iTunes, which is a DRM-protected 128kbps .AAC file, and "iTunes Plus," which is a higher rate, better sound, but no DRM, so no protection.
