If you are looking for a decent horn for $1500 new, save up a bit more. In that range, you are basically looking at the bottom end of the barrel even for Bb trumpets, and an F trigger trombone is gonna cost a bit more than a good trumpet.
The closest to that price you'll find anywhere are going to be Bach Strad trombones and Yamaha trombones. I believe the F trigger ones will still cost more than that new, though.
Solution: Go used. Along with Bach and Yamaha, Getzen and Kanstul make solid trombones. Getzen may even have an F model in the $1500 range new. For closer to $2500 you could order one of the new Schilke trombones, which are supposedly killer but expect at least a 5-6 month wait.

I need it for concert band and I can't put together that kind of cash in one month. Classes start on 8/20 and I only have a month to save.

Hopefully your director would understand and give you a little more time to save up to buy one. Try talking with him/her.
Is it possible to have the F attachment added to your current horn?

http://www.1800usaband.com/htmls/catview.asp Conn 88H Symphony, Jupiter 636L Open wrap, Blessing B88, King 5B. There are plenty of options out there in the $1200 price range. I payed $125 for a King 3B Silver sonic at a pawn shop a couple of years ago had it cleaned and repaired for another $130 then sold it for $1000 so the deals are there to be had.
If you're looking bass bone then you're looking at $1700 starting range with the Jupiter 740L. I own this horn and am completely pleased with it using it with the local big band.
Lot's of used horns out there that would fit your needs and price range on ebay, pawn shops, and music stores.

Unless you'll be attending something like Juilliard, it won't be such a big deal.
Also, consider a school rental. At my college, $25 will rent an instrument for a full semester. And we've got maybe 10 F attachment bones in that little equipment room! Go that route and you can save and get your own later.

I talked to the band director and because of how small the program is he recommended a local shop. I don't think a rental from the school is an option but I will ask and I will go to the shop tomorrow.

I'd go used also. At that sort of price range, you'll get much better value for money if you buy 2nd-hand. My first proper 'bone with an f-trigger was second hand (a getzen) and has served me much better than I think a cheaper 1st-hand horn would have done. When you go to the shop tomorrow, try out all the 2nd hand trombones they have.

What's the difference between a trombone player and a conductor?
about 2 measures.
