CPU Usage?

For some reason, after installing a new RAM chip for my labtop, the CPU Usage always go 100%, everytime I use the Internet Explorer. I dont think that's a good sign....
Is there anyway I can lower it? I tried to take unwanted programs, plus going to the startup from msconfig comman, and taking unwanted programs as well.

It's drivin me crazy....

I did you try taking it back out? May be defective or wrong type.
